Update on development of City-owned Parking Plazas 1, 2 and/or 3

The City of Menlo Park received seven submittals from development teams in response to the Request for Qualifications (RFQ) for development on City-owned Parking Plazas 1, 2 and/or 3. The RFQ was released on Jan. 29, 2025, and responses were due March 31.
The RFQ sought interest from experienced developers to construct an affordable housing and/or mixed use development and replacement public parking for downtown businesses and visitors on any combination of the three lots. Housing remains one of the City Council’s top priorities, and development on the downtown parking lots implements the City’s Housing Element goals and programs to provide housing opportunities across the city at all income levels.
City staff will review the submittals and present recommended next steps to the City Council, tentatively in May 2025. The review process will consider the development concepts, developer experience and capacity, financial strategy, and community engagement and construction management approach, among other aspects.
