New 2025 California Building Code adopted — effective in 2026

All building permit applicants intending to submit a building permit application under the 2022 California Building Code should note the following important dates.

• Complete building permit applications submitted by 11:59 p.m., Dec. 31, 2025, will remain subject to the 2022 California Building Code series. Please contact the Building Division early if there are questions on documents needed to deem an application “complete.” Contact the Building Division at (650) 330-6704 or permitteam@menlopark.gov.
• All applications submitted on or after Jan. 1, 2026, must comply with the 2025 California Building Code series.
• City Hall will be closed from Dec. 24, 2025, to Jan. 1, 2026, and will reopen on Jan. 2, 2026. Staff will review and confirm the completeness of applications submitted during the closure period, via the online permit portal (Accela), when City Hall reopens in 2026.
